Record reduction of 2023 European ETS emissions.

Today is Wednesday, May 15, 2024.


2023 emissions under the European Union’s Emission Trading System (ETS) show the most significant annual reductions since the ETS was launched in 2005.


The data reported by EU Member States last April 2024 show a 15.5% decrease in emissions in 2023, compared to 2022 levels.


The main driver of this significant reduction where emissions from electricity production, that decreased by an impressive 24% compared to 2022. This is due to a substantial increase in renewable electricity production, primarily wind and solar, replacing coal and gas. More favourable climate conditions to hydro and nuclear power also contributed to the emissions decrease.


Regarding energy intensive industry sectors, the reduction of emissions was 7% compared to 2022, with a a combination of reduced output and efficiency gains specially in cement, iron and steel.


With this development, ETS emissions are now around 47% below 2005 levels and well on track to achieve the 2030 target of -62%.


The observed trend confirms the effectiveness and efficiency of the EU’s cap and trade system as the main policy instrument for the decarbonisation of the European economy.


Worth recalling that during COP-28 in Dubai Carbon Credit Markets heard from Mohammed Chahim, member of the European Parliament and considered "one of the fathers" of the CBAM Carbon Border Adjustment Mechanism, that the allowances within the European ETS would end around the year 2038.

You can also download an Excel file with individual yearly emissions data (since 2008) from over 14k installations in all EU Member States. It appears that the top 5 emitters in the European Union are 4 thermoelectric plants on fossil fuels - being 1 in Poland and 3 in Germany - and the aircraft operator Ryanair from Ireland.


Top emitters for selected countries would be basically power plants and steel mills:

  • France: Arcelormittal Mediterranee

  • Germany: Kraftwerk Neurath

  • Poland: PGE GiEK S.A. Oddział Elektrownia Bełchatów

  • Slovakia: U. S. Steel Košice, s.r.o.

  • Spain: Arcelormittal España, S.A.

  • Sweden: SSAB Luleå
