On July 10, 2024, a decree was approved to regulates the tax incentive law for recycling in Brazil.
This is Decree No. 12,106/2024 on Law No. 14,260/2021, the latter which became known in Brazil as the “Lei Rouanet da Reciclagem”, a tax exemption similar to that in the Brazilian cultural area.
Individuals and legal entities taxed based on real profit will be able to deduct part of their income tax due to direct support for projects previously approved by the Ministry of Environment and Climate Change (MMA).
Being now regulated, we had already published about Law No. 14,260, which despite being from 2021 was only enacted in August 2022.
Its objective is to encourage the transformation of recyclable materials taking into account their reuse as raw materials and inputs.
8 types of projects are mentioned. In a simplified way, these would be (1) research and studies, (2) training, (3) business incubation, (4) physical infrastructure, (5) equipment, (6) commercial support for production chains, (7) incentives for collectors and (8) new technologies.
According to the legislation, the MMA will regulate the functioning of the National Commission for Recycling Incentives – CNIR and will provide transparency to the proposals accepted and capable of raising funds through its official electronic portal. It's worth following.

And to conclude, following yesterday's post when we discussed the Decarbonization Journey launched by FIESP / SENAI-SP / Sebrai-SP, here is another exemplary case from São Paulo, relating to the regenerative agriculture - recycling binary.
It relates to the initiative by Campos Solo, from the Franca region, which has been selling its organic compost to the already excellent coffee growers and farmers in Alta Mogiana, Ribeirão Preto and Triângulo Mineiro.
The Campos Solo organic compost represents an innovation in waste management and sustainable agriculture, transforming solid urban waste into high-quality fertilizers, rich in fulvic and humic acids, proven by rigorous analysis. In other words, improving soil structure, water retention, aeration and microbial activity (humic acids), while facilitating the transport and availability of nutrients, contributing to sustainable soil fertility (fulvic acids).
According to the company, the product also promotes environmental sustainability by reducing the need for chemical fertilizers and the amount of waste sent to landfills.
February 2024 statistics from the European Commission indicate that 48% of municipal waste in the European Union went to material recycling and composting in 2022. As a reference, the amount of recycled waste (material recycling and composting) increased from 37 million tons ( 87 kg per capita) in 1995 to 111 million tons (248 kg per capita) in 2022.
