On May 14, the board of directors of the Brazilian National Civil Aviation Agency (ANAC) unanimously approved a resolution that regulates the control and compensation of CO₂ emissions on international flights.
The regulation incorporates the International Aviation CO₂ Emissions Reduction and Compensation Mechanism, CORSIA, into the Brazilian legal system.
CORSIA, which in English means Carbon Offsetting and Reduction Scheme for International Aviation, is a program of the International Civil Aviation Organization (ICAO) with the objective of reducing and compensating CO₂ emissions from international flights.
Brazil is a signatory to this mechanism, which was approved in 2016 by ICAO.
The resolution defines the requirements for monitoring, reporting and verifying CO₂ emissions and for calculating the compensation obligations of air operators, with ANAC being responsible for receiving carbon emissions data from air operators.
The air operator must monitor its CO2 emissions when it emits, in a calendar year, an amount exceeding ten thousand tons in international flight stages, using fixed-wing aircraft with a maximum certified takeoff weight above 5,700 kg.
Regarding the effective compensation of emissions, they must be done directly through the Emission Units accepted by CORSIA. See document below “CORSIA Eligible Emissions Units”, March 2024 edition.
For Phase 1 (2024-2026), it basically references carbon credits from the following 2 registrars
American Carbon Registry (ACR)
Architecture for REDD+ Transactions (ART)
Other registrars - Carbon Assets Tracking System (CATS), China GHG Voluntary Emission Reduction Program, Clean Development Mechanism (CDM), Climate Action Reserve (CAR), Global Carbon Council (GCC), Gold Standard (GS), SocialCarbon (SC) e Verified Carbon Standard (VCS) - are listed as eligible, but only in the pilot phase (2021 -2023).

The new ANAC Brasil rules will come into force on January 1, 2025.
