BRICS Summit 2025 in Brazil. New Portal and preparatory meetings.

Recalling the Memorandum of Understanding that aims to integrate the carbon markets of the BRICS countries and the group's efforts to replace fossil fuels with clean energy sources, a portal was launched to share content about the next meeting, which will take place on the 6th and 7th of July, in Rio de Janeiro.


The leadership of the BRICS is rotating, having been in 2022 from China, 2023 from South Africa, 2024 from the Russian Federation and now in 2025 from Brazil. For 2026, India is also already defined.

CLIMATE GOVERNANCE


European Union: Omnibus Proposal is officially available.

As we anticipated last week, in the form of a question - February 26th: Europe re-discussing its environmental rules? - in fact the answer was yes, with a series of proposed revisions to the main European regulations relating to sustainability:


  • EU taxonomy. Sustainability Report would only be valid for the largest companies, with more than 1,000 employees

  • CSRD. The implementation of the directive was postponed for two years, in addition to restricting its application to larger companies, with net revenue rising from the current €40 million to €450 million.

  • CS3D. Revised implementation date for 2028, limited due diligence to direct suppliers, with small and medium-sized enterprises (SMEs) in value chains having the option to refuse to provide data required for CSRD compliance by larger companies.

  • CBAM. Proposed exemption for small importers (50 tonnes), simplification of compliance obligations for other importers and strengthening of anti-abuse provisions to increase the effectiveness of the CBAM.


Regarding the CBAM exemption for small businesses, around 90% of importers would be exempt and even so, 99% of emissions would still be within the scope of this controversial new European Union tax.

Maldives and Cuba: Two more NDCs in the last week. Here the highlights about Article 6.


  • Maldives indicates that it is currently developing the necessary structures and mechanisms to facilitate its participation in Article 6 activities, as well as exploring opportunities for voluntary cooperation, leveraging bilateral agreements and evaluating the benefits of engaging in the international carbon market.


  • Cuba, on the other hand, identifies the use of cooperative instruments established by Article 6 of the Paris Agreement as one of the ways to achieve the development of a resilient economy with lower carbon emissions, mainly related to the implementation of the energy transition program and the country's forestry development.



Global Reporting Initiative (GRI) and the Africa Securities Exchange Association (ASEA) establish a new partnership.

Article discusses efforts that seek to promote the integration of sustainability data in African capital markets. The aim is to improve the use of sustainability data by listed companies, helping them meet increasing demands for environmental, social and governance (ESG) transparency and accountability. CARBON CREDITS


Transition of CDM activities to Article 6.

CDM is the acronym for Clean Development Mechanism. Prior to the Paris Agreement, it was a mechanism defined by the Kyoto Protocol, which allows developed countries to invest in projects that reduce greenhouse gas emissions in developing countries, in exchange for carbon credits.


it was recently decided that reforestation and aforestation project activities and PoAs* registered in the CDM can be converted to the Article 6.4 mechanism, as long as they meet a series of procedures and requirements.


Currently being specified and operationalized, see here what they would be.


And if you are somehow involved in this type of business, be aware that the deadline is December 31, 2025.


* Programs of Activities. Allowing multiple project activities under a single program. This method facilitates the participation of small projects, aggregating their emission reductions and allowing a more efficient and economical registration and monitoring process.



CIÊNCIA E TECNOLOGIA


In times when some countries have transferred workforce and scientists from the public to the private sector, for example in oceanic, atmospheric and meteorological practice, although many do not think it is a good idea, it is worth knowing a little more about all the knowledge and technologies currently used. Read more below.



Weather forecast: models traditionally used in everyday life.

Something quite complex, neither trivial nor deterministic, weather forecasting has gained importance in recent times. Below are links to some examples of models currently in use.


  • ECMWF  European Centre for Medium-Range Weather


  • NAM North American Mesoscale from NOAA


  • HRRR High-Resolution Rapid Refresh also from NOAA



As you will see, in addition to the modeling intelligence itself, including artificial intelligence, the parameters vary greatly:

  • technologies used, such as radars, nanosatellites, satellites and supercomputers

  • resolutions, accuracy in terms of kilometers, e.g. 9 km, 12 km, 25 km etc

  • expected period, whether the next 48 or 384 hours or 3 or 10 days etc

  • the frequency of updating forecasts, whether in real time, every hour or 4 times a day, for example.


In other words, the sophistication of predictions of meteorological events such as storms, floods, droughts, hurricanes and forest fires correlates with the intensity of quality investments made by Governments and a few startups.



Weather forecast using artificial intelligence.

Recently launched, GenCast is an AI-based weather forecasting model from Google DeepMind that uses an ensemble of forecasts for better accuracy. “Ensemble” is a technique that involves running multiple simulations of the same model, each with different initial conditions. This helps capture uncertainty in forecasts and generate a more accurate estimate of weather and extreme events for up to 15 days.  The model was trained with four decades of historical weather data and, in terms of accuracy and speed, outperforms traditional models such as ECMWF's ENS, generating forecasts in just 8 minutes. Brazilian BlockC at Oman Climate Week 2025.

According to a press release on LinkedIn, in addition to a presentation by BlockC's CEO at the Scientific Conference, an agreement was signed to strengthen carbon market operations between Brazil and Oman. With an economy heavily dependent on oil, Oman has a GDP per capita of approximately US$16,000, ranking 56th in the world. The press release also highlighted the following topics discussed at the time:

  1. The role of renewable energies in CO2 capture and storage

  2. How new technologies can boost the carbon markets

  3. Strategic agreements to strengthen the commercialization of carbon credits under Article 6.2 of the Paris Agreement

  4. Carbon Capture and Storage (as a strategic solution to achieve net zero goals)
