UNFCCC Climate Change Quarterly Update: Q4 2024
Released on March 11, 2025, this latest quarterly report from the UNFCCC highlights key climate progress, including COP29 in Baku. Milestones include a new financial target of USD 300 billion per year to support developing countries and the potential of carbon markets. It also notes that 88 countries have submitted their first Biennial Transparency Reports, strengthening climate transparency. The document also addresses support for vulnerable communities and preparations for COP30 in Belém, with a focus on maintaining the momentum of global climate cooperation. Letter from the COP30 President
Published on March 10, it highlights shared human values, such as peace, prosperity and inclusion, which are essential to address climate challenges. The document reflects on historic milestones in climate governance, such as the Kyoto Protocol and the Paris Agreement, and emphasizes the importance of international cooperation to mitigate climate change. The letter also reinforces that without strategic partnerships, there are no high-impact solutions. Zambia, the only NDC so far in March 2025. And what it indicates regarding Article 6
Zambia will use voluntary cooperation under Article 6 of the Paris Agreement to meet part of its contribution. In addition, the strengthening of the country’s legal framework through the Green Economy and Climate Change Act 2024, the carbon market regulatory framework, agreements signed with several countries, as well as the carbon registry infrastructure and projects under development, support the implementation of Article 6. Carbon Certification for the Voluntary Market in Brazil
BNDES, the Brazilian Development Bank, is launching a public consultation on this topic. BNDES is Brazil's main public development bank, focused on financing long-term projects that promote economic and social growth, with an emphasis on infrastructure, innovation, and sustainability. According to BNDES, the methodologies for validating Brazilian certificates must be accredited and registered within the scope of the Brazilian Emissions Trading System. Access the public consultation here, which will run until April 25, 2025. You will also find a registration link for bilateral meetings on March 27 and 28, 2025, that BNDES teams will hold with those interested in discussing the topic, online, through the Microsoft Teams tool.
Portugal and Rondônia (Brazil): Carbon Credits Project in Forests and Rural Properties
Cooperation agreement signed between the Centro de Engenharia e Desenvolvimento de Produto (CEiiA) of Portugal and the government of Rondônia. Rondônia is a state located in the northern region of Brazil, known for its vast biodiversity and large forest cover, being a crucial part of the Amazon Rainforest. The objective of the project is to map carbon stocks in forests and rural properties in the state, using advanced technology. The project, which will last 36 months, seeks to transform environmental preservation into economic prosperity, promoting the carbon credit market. Strengthening Carbon Credits: Updated Gold Standard Methodology for Concrete
The updated methodology for carbon sequestration through accelerated carbonation of concrete aggregates (version 1.0) strengthens the provisions for accounting and mitigation of reversal. Developers must now demonstrate that: (1) there is no significant carbonation in the baseline scenario and (2) the carbonated product will not be subject to conditions that could promote the re-emission of CO2 at the end of its useful life. The Climate Action Reserve (CAR) Board has selected a climate policy and carbon markets veteran as its next President. He is Robin Rix, who joins from Verra, where he served as Chief Legal, Risk and Governance Officer. Climate Action Reserve serves as one of the carbon credit registries for global carbon markets. Mombak, Large Projects in the Amazon to Restore Millions of Trees and Generate Carbon Credits.
The January 2025 article by Phys.org highlights a reforestation project in the Amazon led by the Brazilian company Mombak, which seeks to restore credibility to the carbon market. The initiative involves planting native species to regenerate degraded areas, promoting carbon capture and biodiversity. Two calls for input on the Article 6.4 registry mechanism:
Ownership rights of account holdings in the A6.4 registry. The aim is to ensure transparency and efficiency in the registry.
Financial protection functionality. The aim is to ensure that financial and ownership rights are protected and well defined in the context of the carbon credit registry.

IPCC calls for the nomination of authors for AR7.
The Seventh Assessment Report (AR7) is the next major assessment by the Intergovernmental Panel on Climate Change (IPCC). Due to be completed by the end of 2029, it will provide crucial information for global climate policy. In addition to candidates with relevant scientific, technical or socioeconomic expertise, the IPCC seeks a balance of experienced and new experts to the process, including young scientists, to ensure a broad range of perspectives on climate change and climate action.
